Proposed Cleveland Government Accountability Amendments

This is a non-binding public-opinion poll hosted by Pawnee Free Press for civic education and community feedback. It is not an official City of Cleveland election, referendum, petition, or ballot.

1. Should emergency spending, contracts, ordinances, rules, or major policy actions require approval by a majority of the City Council?
2. Should the City Manager be prohibited from independently invoking a prior or general emergency authority to bypass City Council approval for these actions?
3. When emergency action is required, should all sitting Council members be required to cast a publicly recorded vote in an emergency session, subject to applicable law?
4. Should emergency authority expire after the immediate emergency unless the City Council publicly renews or ratifies the action?
5. Overall, do you support developing these concepts into a formal proposed amendment for public consideration?
